MUNICIPAL FACILITIES MANAGEMENT ASSESSMENT

Project Summary

Hyattsville, Maryland abuts the northeastern border of the District of Columbia and lies just south of the University of Maryland in Prince George’s County. The city owns multiple properties from which municipal services are managed and delivered. In 2011, the City of Hyattsville hired a team led by Mr. Houk to perform a comprehensive Facility Management Assessment of five city-owned properties. A physical needs assessment of each facility was performed and a capital improvement plan was developed for the real estate. The analysis also included a space utilization assessment, which required the team to inventory current uses and occupancies, compare the information with space planning standards for each use, and project future space needs for each city department based on planned growth within the city boundaries.

As Director of Preconstruction Services for Hess Construction Company, Mr. Houk managed a team of architects and engineers in performing a Facility Condition Assessment of each property. The team prepared as-built drawings and developed twenty-year capital asset management plans for all of the properties. The results of the space utilization assessment were integrated into Capital Improvement Plans to provide city officials with a basis for financial planning required for the major rehabilitation of the municipal office building and the adaptive re-use of a second property to house an expanded police department.

Additional services provided by Mr. Houk included the design and construction management of capital improvements including replacement of roofing systems and windows, installation of energy-efficient lighting and controls, and HVAC system replacements.
